As an author myself I would have to say the voting system is becoming a joke, my average scores are regularly in the 9's but would be higher if I didn't get the occasional 5. The very least the voter could do is explain their reasoning. Maybe it is fellow authors who find me a threat?
I have in the past noticed authors voting for their own stories, how sad!
Another disturbing thing I have noticed recently is profiles asking for you to add them to your favourites list & vote for them!
Although I am not personally a fan of Plainbob I do agree with his comment in his interview about not giving low votes as the author has took the time and effort to publish a story.

Well I don't think there is anything like a perfect Voting system. If ART was to go to a 5 point system rather than 10, you would find the occaisional 2 cast for stories rather than a 5 and that would obviously pull averages down further. Besides, almost every author who achieves a higher than average score complains about those lowball votes, so I think they might be evenly distributed.
Your concern about existing authors casting those low votes, may be accurate, but I have my doubts that authors consider their peers as a threat. A Threat to what, I wouild ask?
I too get the occasional 5 but mosre recently those have been replaced with multiple 6 or 7's, which are quite often from those annonymous voters who make their voting history invisible. So be it, I say. Perhaps some one on here is just trying to keep the scores honest. I say this due to how freely 10's are cast for stories.
That said, not all fans who cast low votes block their history, and I have followed the voting history for some of them, and found it peculiar why my story received a 7 when my average was over 9.4, while at the same time they cast a 10 for a story that was riddled with sentence structure problems, and the story did not flow well, etc., etc., yet the situation was exciting enough. I guess personal taste is and always will be personal.
As far as discouraging low votes goes, I am indifferent. in the end we have to realize that we will never please everyone, so why try.
One other remark that I would like to comment on is authors voting on their own stories. If I am not mistaken, even if an author does that, their vote is not registered, thus it would have no impact on their average.
I think the voting system is imperfect, but acceptable. So, that's my 2 bits worth.
